Unbalanced Scales of Justice

A by-law is a rule or law established by Council to regulate, as allowed or provided for by some higher authority. The higher authority, generally a legislature or some other government body, establishes the degree of control that the by-laws may exercise. 

Policy is a deliberate system of guidelines to guide decisions and achieve rational outcomes. A policy is a statement of intent and is implemented as a procedure or protocol.

From time to time, the municipality adopts various reports and plans to define its strategy or direction and to assist in making decisions to pursue certain strategies.
